Advisory Panel Discusses Measures to Take in Northeast Asia

DSC_0118 copyTruly unique, the Advisory Panel stands out in comparison to many other committees in the 9th Annual THIMUN Singapore conference. An expert of the APQ typically addresses his Chair and delegates “Honorable President, Distinguished experts.”Likewise, the APQ has both experts and organizations that are allowed to vote on each proposal. Similar to the Security Council, the APQ debates clause by clause on their overall proposal, not on resolutions. On the contrary, the APQ lobbies to merge five topics into a singular proposal. During lobbying, the experts strive to create realistic and achievable solutions to their problems. These problems range from upholding the UN Convention on the Law of the Sea, setting up a framework to reducing nuclear threats in the region, debating between the protection of the environment versus fast growing economies, monitoring and safeguarding the food supply in the region, and the role of democracy in the region throughout the Northeast Asia. While delivering their opening speech, the experts try to address problems of human rights, food security, demographic and environmental aftereffects of problems, such as natural disasters, and, perhaps the biggest factor, the threat of nuclear weaponry.

With attention to the experts’ opening speeches, fingers were pointing at possible setbacks, conflicting aims and goals, and, the white elephant in the room, the Democratic People’s Republic of Korea’s (DPRK) stance on nuclear weaponry.  The expert from the Republic South Korea felt most threatened by the presence of nuclear programs in the arms of its hostile northern neighbor. The DPRK expert’s speech, however, shocked many because he contradicted the official stance of the DPRK, and outlined the need for financial and humanitarian aid. Emily Archibald, a Deputy President of the APQ said that “the experts’ speech was entertaining not because he represented his country, but because he voiced his own honest opinion on the situation and what should and can, be done.” The DPRK expert’s stance is acceptable in the APQ because the individuals are purely experts on their host country, giving suitable advice on the situation at hand.

After the experts had delivered their opening speeches, the Deputy Presidents of the APQ said that “the experts were really enthusiastic” because they were “well-prepared on the topics presented.” At the end of the opening speeches were delivered, the experts were left to lobby and merge similar clauses on the proposal.
